Description
Purpose of Position:
Reporting to the Division Leader – Drainage/Drainage Superintendent, the Assistant Drainage Superintendent is responsible for assisting in the administration of various matters carried out under the Drainage Act and to assist departmental staff in drainage-related matters.
Qualifications & Experience:
• 3 year Community College Diploma in Civil Technology or Agriculture or related field or an equivalent combination of education and experience
• Minimum 3 years of experience in a municipal environment or related field
• Successful completion of the Municipal Drainage Superintendents Course through the Ontario Ministry of Agriculture and Food
• Must have a CET or be working towards the designation
• Must be a member in good standing with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
• Must have a valid Ontario Driver's license
• Must have a clear police clearance
Knowledge & Skills:
• Thorough knowledge of the Drainage Act and Tile Drainage Act.
• Competence in surveying and construction project administration.
• Strong organization, management, communication and public relations skills are also required.
Major Responsibilities:
• Provide response to general public requests for information in accordance with the Drainage Act and established procedures.
• Meet with ratepayers and undertake application/petition review for all drainage related matters.
• Liaise with contractors in the maintenance and repair of municipal drainage works as assigned by the Drainage Superintendent in accordance with the Drainage Act and Council established procedures.
• Assist in the preparation of tenders for maintenance and capital works carried out under the Act and to ensure the successful completion of these works.
• Complete onsite inspections during construction of drainage projects.
• Investigate and respond to Municipal drain complaints.
• Act as a liaison between the Engineer and ratepayers and assist in the resolution of complaints and appeals. May be required to testify at Drainage Tribunal/Referee Hearings.
• Liaise with the Public Works Department regarding road drainage issues and pump maintenance/operation.
• Ensure compliance with legislation such as Federal Fisheries Act, Conservation Authorities Regulations, DFO, etc.
• Provide direction to ratepayers under the Tile Drainage Act including loan application, construction inspection and completion certification.
• Provide assistance to departmental staff in relation to drainage-related matters.
• Assist as requested in the formulation of departmental policy, work methods and procedures.
• Attendant Drainage Board meetings and prepare minutes of meeting.
• Perform other duties as assigned

• Work is performed under the general direction of the Drainage Superintendent. Access is available to the municipality’s established policies and procedures, OMAFRA staff, and to provincial legislation for reference as required.
• Works within established guidelines, policies, procedures, directives and legislation.

Working Conditions:
Environment
• Works within an office environment but sometimes exposed to inclement weather.
• Some travel may be required.
Control over Work Schedule
• Office hours being 8:30 a.m. to 4:30 p.m. (35 hours per week)
• Work is subject to deadlines and may be required to work overtime to handle workload.
• Overtime as specified in the Collective Agreement with CUPE Local 702.4
